Summary: Poor condition of road infrastructure in South-East Estonia and Pskov oblast near Estonian-Russian border doesn’t enable to use full potential of both regions in trade, culture, tourism and co-operation between local communities. The overall objective of the project is to increase the competitiveness of the cross-border region through development of traffic possibilities in Värska-Pechory monastery road, including border crossing in Koidula/Kunichina Gora border crossing point. Main specific objectives are: 1) Improvement of traffic safety in Värska-Pechory monastery road for trucks, cars, bicycles and foot passengers; 2) Improvement of border crossing possibilities for all target groups, which enables to foster trade between Russia and EU; 3) Creation of better and safer traffic possibilities for tourists and local inhabitants going from South-East Estonia to Pechory district (and to Pskov region) and vice versa, including for bicyclists and foot passengers. Project partners are Estonian Road Administration, Administration of Pechory district, Municipal Culture Institution “Pechory Culture Centre” and General partnership company “Shans & Co”. Main target groups are: 1) Logistic/transport companies using the Värska-Pechory road for goods hauling; 2) Logistic/transport companies which need modern parking area near Kunichina Gora border crossing point; 3) Local inhabitants of Pechory district; 4) Local inhabitants of Värska municipality and Orava municipality; 5) Visitors and tourists crossing the border by car; 6) Local inhabitants and tourists crossing the border by bicycle or on foot; 7) Tourists/tourism companies visiting Pechory monastery and Värska village, incl. Seto national museum. Estimated project results are: 1) Faster and safer traffic possibilities created for trucks and cars in border areas of South-East Estonia and Pskov Region after 17 km long road section is renovated in Põlva county, Estonia and 2,1 km long road section is renovated in city of Pechory according to international standards; 2) Safer traffic possibilities created for bicyclists and foot passengers in border areas of South-East Estonia and Pskov Region after 1,6 km foot/cycle ways are constructed in Värska village, ca 0,3 km foot/cycle ways constructed in Koidula border area and ca 2,1 km cycle ways and ca 2,1 km footways constructed in city of Pechory; 3) Safer infrastructure created for tourists visiting city of Pechory, incl. the Holy Dormition Pskovo-Pechorsky Monastery- by constructing ca 0,5 ha parking area; 4) New cross-border cooperation network created involving organizations from Pskov Region and South-Estonia working with traffic safety, road maintenance and construction; 5) Tourism information system improved in border areas of South-East Estonia and Pskov Region.
