Summary: Overall objective: to promote effective and sustainable use of local renewables and to diversify the range of used energy sources through joint research, planning, pilot projects implementation and exchange of experiences in the target Estonian and Russia regions. The specific objectives: a) to evaluate energy saving and renewable energy sources potential in the Estonian and Russian target locations; b) to develop and implement several showcases of local renewables use and energy efficient solutions in the target areas; c) to facilitate local and regional authorities and communities to better understand and implement energy saving and energy efficiency measures on both municipal and grass-root level through information activities, public events and special information and education capacities establishment (Energy Class) as well as by sector consultations and experience exchange (incl. financial, institutional and organisational aspects). Project target groups: 1) Pilot municipalities with local power generating and service companies, 2) RUS and EST renewable energy experts, local and international producers of know-how and technologies for alternative energy use, 3) local authorities (energy and communal services departments) and related specialists from the pilot municipalities in need of financing, feasible technical projects and new financial approaches. 4) Local population and public sector suffering from low quality of services. Final beneficiaries: 1) local communities and stakeholders from the remote municipalities in South Estonia and Pskov Region, who will test sustainable modern local renewable energy solutions and get safer environment in the area, 2) local communities in Estonian and Russian neighbour regions benefitting from improvement of environment due to use of the alternative energy for municipal needs and reduction of oil products stored and utilized in their territories. 3) Cross-border business community developing a new sector of business cooperation. Local authorities of pilot municipalities and technical experts implementing technical solutions and best practices on renewable energy sources utilization and increasing energy efficiency in public sector, incl. technical, organizational and financial solutions and most important, methods to retain sustainability of such projects after the grant financing ends, also using Private-Public Partnership models developed and tested within the project. Local population will be introduced with the most modern energy efficient technologies that may be used in their every-day life and also with more efficient provision of public services, icnl. better performance of public buildings, improved inside climate conditions in schools, safer streets due to better lighting, etc. Expert knowledge gathered in Estonia can be applied in analyses in Russia and vice versa. Examples will be set up on both sides of the border and advantage in the energy efficiency field will be shared.
