Recruitment of the Head of the Joint Technical Secretariat

Estonia - Latvia - Russia Cross Border Cooperation Programme within Neighbourhood and Partnership Instrument 2007-2013 is looking for the Head of the Joint Technical Secretariat

Required Qualification and Experience

  • University Degree in the field of economics / business / public administration or matching practical experience;
  • excellent knowledge of Latvian and English languages, both – oral and written; knowledge of Estonian and Russian will be considered as advantage;
  • very good knowledge of EU regional development policies and legislation, in particular related to European Neighbourhood Policy, including Practical Guide to Contract Procedures for EC External Actions (PRAG) rules and European Neighbourhood and Partnership Instrument;
  • awareness of the Baltic Sea Region policies;
  • proved organisational, programme and project management skills;
  • proved leadership, staff and financial management skills;
  • excellent writing, communication and presentation skills;
  • ability to work in multi cultural environment;
  • analytical skills;
  • computer literacy;
  • at least three years experience in organisation, personnel and financial management in managerial position;
  • experience of managing inter-cultural teams;
  • minimum three years experience of management of EU financed programmes;
  • minimum three years of practical project management experience.

 

Terms of Employment and Selection

The Head of the Joint Technical Secretariat will legally be employed under the Latvian Labour Law by the State Regional Development Agency.

The employment is foreseen on a full-time basis (40 hours a week) for the period until end 2015, however, please note that the employment is subjected to the signature of the Financing Agreement between the EC and the Russian Federation. The successful candidate will be expected to commence the work at earliest convenience.

A competitive salary will be offered depending on the qualification and experience of the selected candidate.
