Programme financing for the Programming period from 2007 till 2013 committed
On 13th and 14th December in Riga, Latvia the 6th Joint Monitoring Committee meeting of the ENPI Estonia-Latvia-Russia Cross Border Cooperation Programme took place. Meeting was chaired by Ms Ilze Krieva – Deputy Director of the Development Instruments Department of the Ministry of Environmental Protection and Regional Development of Latvia. Representing the National and Regional Authorities of Estonia, Latvia and Russia members of the Joint Monitoring Committee discussed actual issues related to the implementation of the Programme.
Joint Monitoring Committee members were introduced with the present status of the implementation of the Programme by the staff of the Joint Managing Authority and the Joint Technical Secretariat.
Joint Monitoring Committee approved following documents - Annual Work Plan for 2013, Information and Visibility Plan for 2013 and Technical Assistance Budget for 2013.
Decision with recommendations related to the 2nd Call for Proposals have been taken. Results will be finalized in the beginning of 2013, after approval from the European Commision will be received.
Currently 145 partners from Estonia, Latvia and Russia are involved in implementation of 25 Projects and 3 Large Scale Projects. Out of contracted 42 478 633, 82 MEUR until 13 December 15 107 090, 76 MEUR or 35,56% has been paid out to the Projects. Few Projects, whose reports were approved, will receive next payments from the Joint Managing Authority till the end of the year 2012.
The Joint Monitoring Committee is responsible for effective and qualitative implementation of the Programme, approving projects to be financed and monitoring implementation of the Programme. A representative from the European Commission participates in the work of the Joint Monitoring Committee in the capacity of an advisor.
The overarching strategic objective of the Estonia-Latvia-Russia Cross Border Cooperation Programme within European Neighbourhood and Partnership instrument 2007-2013 is to promote joint development activities for the improvement of the region’s competitiveness by utilizing its potential and beneficial location in the cross roads between the EU and Russian Federation. The specific objective is to make the wider border area an attractive place for both its inhabitants and businesses through activities aimed at improving the living standards and investment climate.
