Outcomes of the 4th Meeting of the Joint Monitoring Committee
The 4th meeting of the Programme’s Joint Monitoring Committee (JMC) was held on 20-21 June 2011 in Jurmala, Latvia. The delegates from all Programme countries (Estonia, Latvia and Russia) were represented in the meeting.
The JMC members discussed several issues essential for further Programme implementation, such as organisation of the 2nd Call for Proposals and issues related to the Large Scale Projects.
The JMC approved Programme Annual Progress Report 2010 and two documents for potential beneficiaries and project partners of the 1st Call for Proposals – Practical Guidelines for project applicants for proper management during project implementation and Communication and Visibility Guidelines.
One of the main issues for the decision taking during the 4th meeting of the JMC was results of the 1st Call for Proposals. The JMC approved 25 project applications, submitted within the 1st Call for Proposals. Furthermore, shortly after the meeting, list of the project applications supported by the JMC has been sent to the European Commission for receiving agreement. Within 15 days after receiving agreement from the European Commission, the Joint Managing Authority will notify successful project applicants. Unsuccessful project applicants will be notified within further 15 days after letters to successful applicants are sent. Final list of the supported project applications will be published after signing grant contracts with all beneficiaries of the supported projects. By then non of communication regarding any particular project can’t be delivered accordingly to the rules of confidentiality set by the Practical Guide to Contract Procedures for European Commission External Actions.
