2012. aasta lõpus andis programmi ühine tehniline sekretariaat välja 6. uudiskirja.
Aasta teises pooles leidis aset neli suuremat ettevõtmist, mida programmi poolt korraldati: konverents „Piiriülene koostöö - Euroopa Liit, Vene Föderatsioon ja Norra“, Euroopa Koostöö Päeva tähistamine, näitusestend ja konverents V rahvusvahelisel innovatsioonifoorumil Peterburis ning programmi aastaüritus. By concluding the year 2012, the Joint Technical Secretariat has produced 6th Programme Newsletter. Autumn period was marked by four large Events organized by the Programme – the Conference „CBC EU-RF-Norway”, European Cooperation Day, Exhibition stand and the Conference during the V International St.Petersburg Innovation Forum and Annual Event of the Programme. The 6th Meeting of the Joint Monitoring Committee will be held in Riga, Latvia. During the meeting the status of the Programme implementation will be reviewed, particularly in relation to the 2nd  Call  for Proposals and Large Scale Projects as well as the 1st Call for Proposals of the Programme, and decisions necessary for further ensuring effectiveness and quality of the Programme will be made. Programme Work Plan and Information and Visibility Plan for the year 2013 will be presented and discussed.     Read more

Divos semināros par atskaišu sagatavošanu, kuri notika Pleskavā un Sanktpēterburgā, Krievijā aptuveni 60 dalībnieki saņēma ilgi gaidītās ziņas par PVN attiecināmību. Apvienotā tehniskā sekretariāta darbinieki iepazīstināja finansējuma saņēmējus un partnerus ar Eiropas Komisijas 2012. gada 22. novembra vēstules saturu un skaidrojumu.

Eiropas Komisija 2012. gada 22. novembrī ir nosūtījusi vēstuli Krievijas Federācijas Reģionālās attīstības ministrijai, atbildot uz ilgi neatrisināto jautājumu par pievienotās vērtības nodokļa (PVN) attiecināmību finansējuma saņēmējiem no Krievijas. Vēstulē paskaidroti nosacījumi, pie kuriem PVN ir attiecināms piecās Eiropas kaimiņattiecību un partnerības instrumenta ietvara pārrobežu sadarbības programmās, kurās piedalās Krievija.

In the frame of the Project „ARCHAEOLOGY, AUTHORITY & COMMUNITY: cooperation to protect archaeological heritage“ in the Museum of Aluksne, Latvia on 30 November 2012 the lecture „Ancient traces of the Aluksne District: looking into results of archaeological research” was led by archaeologist Mr Uldis Kalējs. Around 90 participants were introduced with biggest researches in the mound of Druski, three ancient places and place of Aluksne Medieval Castle.

Around 60 participants of two Reporting seminars, that took place in Pskov and St.Petersburg, Russia at the end of November, received the long awaited news about „VAT eligibility”. 22 ноября 2012 года Европейская Комиссия направила письмо в адрес Министерства Регионального Развития Российской Федерации касательно давно ожидаемого решения вопроса о «приемлемости НДС» для российских бенефициаров и партнеров. Письмо проясняет условия приемлемости НДС в пяти Программах приграничного сотрудничества (ПС) в рамках Европейского инструмента соседства и партнерства (ЕИСП) 2007-2013, в которых участвует Российская Федерация.

Euroopa Komisjon saatis 22. novembril 2012.a Vene Föderatsiooni Regionaalarengu ministeeriumile kauaoodatud kirja seoses Vene poolsete toetuse saajate ja partnerite käibemaksu abikõlblikkuse küsimusega. Kiri selgitab käibemaksu abikõlblikkuse tingimusi viies Vene Föderatsioon osalusega 2007-2013 perioodi Euroopa naabrus- ja partnerlusinstrumendi (ENPI ) piiriülese koostöö programmis. Read more

European Commission sent a Letter to the Ministry of Regional Development of the Russian Federation resolving the long awaited „VAT eligibility” question for Russian Beneficiaries and Partners on 22 November 2012. The Letter clarifies the conditions for the VAT to become eligible in five Cross Border Cooperation (CBC) programmes within the European Neighbourhood and Partnership Instrument (ENPI) 2007-2013, in which the Russian Federation participates.
