The last of three seminars on Reporting for the Beneficiaries and Partners of the 2nd Call for Proposals took place on 4 September 2013 in Pskov, Russia.
About 40 representatives of 10 2nd Call projects participated in the seminar and were introduced with the main requirements to the interim report, peculiarities of financial and narrative reporting, eligibility of costs and expenditure verification as well as visibility requirements, which will ensure successful implementation of their projects.

In August two Environmental Education Centres (hereafter –EECs) were opened in the framework of the project “People with Nature” within Estonia-Latvia-Russia Cross Border Cooperation Programme: EEC “Meža māja” in Ķemeri National Park and EEC “Ziemeļvidzeme” in Salacgrīva.

29 August 2013 the Opening ceremony of Expo-center “Business without borders” took place in Pskov (Russia), followed by two days exhibition “Tourism in Border Countries”. This event was organized by the Project “FOSTER SME” supported by Estonia-Latvia-Russia Cross Border Cooperation Programme within European Neighbourhood and Partnership Instrument 2007-2013. Pskov Partner of the Project, ANO "Fund of Guarantee and enterprise development of Pskov region", was supported in this event by the State Committee on economic development, industry and trade of Pskov region.

50 representatives of all regions of Latvia gathered for a discussion on the future prospects for cooperation with the border regions of Russia on 21 August in Riga. Promotion of cross-border movement, strengthening regional competitiveness and business development, sustainable use of natural resources – in these three thematic strands co-operation with the Russian border regions in the next programming period 2014-2020 is planned. Third identical two day seminar took place in Rēzekne (Latvia) on 13-14 August in brand new building called Embassy of Latgale “GORS”, which is multifunctional centre with wide opportunities for events. Above 80 participants from Estonia, Latvia and Russia representing 14 projects were introduced with Programme requirements in order to ensure successful implementation of the Project and smooth upcoming reporting to those Projects, who signed Grant Contracts in spring 2013. According to 7th JMC decision, reorganisation process of JTS staff was initiated. To insure proper monitoring and assistance for projects implementation, there was established a position of Project Manager at JTS Main Office, at the same time the Branch Office in Jõhvi, Estonia was closed.
Ms Riina Vaap started
to work as Project Manager in the JTS Main Office from 22 July, 2013.

Restricted Call for Proposals of Estonia-Latvia-Russia Cross Border
Cooperation Programme 2007-2013, which was launched on 10 January 2012, has
resulted on 9 July 2013 in countersigning the last of the Grant Contracts.
On 9 July 2013
Grant Contract was countersigned by the JMA of the Programme and Ainars Mezulis,
the Chairman of Smiltene Region Council (Latvia). Cross-border project “Cross
Border Athletics”, with the Programme financial aid of 188 100 Euro, is
going to contribute to the fulfillment of the Programme Priority 3 – Promotion
of people to people cooperation, Measure 3.2 – Cooperation in spheres of
culture, sport, education, social and health.
On 18 June the Grant Contract within the 2nd Call for Proposals for 563 130 Euro of the Programme co-financing was countersigned by the JMA of the Programme and Aivars Fomins, the Mayor of Aluksne Municipality (Latvia). Cross-border Project “Two pearls of the landscape parks in Eastern Europe” was accepted under the Priority 2 – Common challenges, Measure 2.2 – Preservation and promotion of cultural and historical heritage and support of local traditional skills.
