5th Meeting of the Joint Programming Committee for Latvia – Russia Cross-Border Programme 2014-2020

The meeting was chaired by Ms Angelina Stebakova, Advisor of the Ministry of Economic Development of the Russian Federation, and co-chaired by Ms Iruma Kravale, Director of Development Instruments Department, Ministry of Environmental Protection and Regional Development, Republic of Latvia – representing the national responsible authorities of the Programme (hereinafter – the NRA). Participants of the meeting also included other representatives of the NRAs of both countries, representatives of the Managing Authority, as well as representatives of Saint-Petersburg, Leningrad and Pskov Oblast, Ministries of Foreign Affairs of Russia and Latvia, representatives of Vidzeme, Zemgale and Latgale Planning regions of Latvia, the European Commission and INTERACT ENPI.


 



In the course of the meeting discussion about the second draft of the Operational Programme of Latvia – Russia Cross-Border Programme 2014-2020 concentrating on both the strategic content as well as the implementation structures and provisions of the Programme was carried out.
In addition information was provided on financial allocations to the Programme, preparation of Financing Agreement between the European Commission and the Russian Federation and process of carrying out Strategic Environmental Assessment in both countries. In the end the Joint Programming Committee agreed on the  time-plan and necessary steps of further programming process.


The next meeting of the Joint Programming Committe for Latvia - Russia Cross-Border Programme will take place in Latvia in April 2015.
