Question: Is it possible to include the administrative costs, travel and accommodation costs of the employees of Applicant and/or by Partner, who are involved in the Direct Award Project implementation, in the budget of the Direct Award Project, if the staff costs are not included in the Direct Award Project budget and will be covered by Applicant and/or by Partner organisation?
Answer: In case when the staff costs (Budget Heading 1 “Staff costs”) are not included in the Direct Award Project budget and will be covered by Applicant and/or by Partner, the office and administration costs cannot be included in the budget of the Direct Award Project referring to the point 6.2. of the “Guidelines for Direct Award Projects Applicants”, which determines that indirect costs under “Office and administration costs” are calculated as a flat rate of up to 15% of eligible staff costs (budget heading 1 “Staff costs”). It means that, if eligible staff costs are zero, the indirect costs under “Office and administration costs” shall be also zero.
Travel and accommodation costs of the employees of Applicant and/or of Partner, who are involved in the Direct Award Project implementation, may be included in the Direct Award Project budget under the Budget heading 2 “Travel and accommodation costs”, although if the staff costs are not included in the Direct Award Project budget. In this case concrete employees, who are involved in the Direct Award Project implementation, and their responsibilities in the Direct Award Project shall be indicated in documents of Applicant and/or Partner, e.g. in employment contract, order etc.
